COVID-19 Implications - Financial Information Update

As the COVID-19 pandemic continues to evolve globally, South Frontenac Council has implemented the following financial measures in order to alleviate some of the financial burden that is being experienced by residents during this time. 

Interim Tax Bill and Due Date

The Interim tax bill due date has been extended from March 31st, 2020 to May 29th, 2020. Any post-dated cheques received dated March 31st will be processed May 29th, 2020. 

Final Tax Bill and Due Date

The mailing of the Final tax bill has been deferred from the beginning of June to July 2020 or the beginning of August 2020, at the latest, with installment due dates for the final tax bill moved to August 31st, 2020 & October 30th, 2020

Pre-authorized Payment Plans

  • Budget (B) Pre-authorized Payment Plan – 12 installments per year:
    • There will be no changes to payments for this plan. Any individual wishing to stop deductions must provide a written request 4 business days prior to the payment date and advise of the period of time to stop deductions, otherwise, only the current payment will be stopped. Written requests can be submitted by email taxes@southfrontenac.net, by mail or by written requests received in the Township drop box located at 4432 George Street.
  • Current (C) Pre-authorized Payment Plan:
    • This plan normally has deductions from January to October. Residents will have the option to skip the May 1st and June 1st installments and defer payments to November 1st and December 1st respectively. Requests to defer pre-authorized withdrawals for the revised plan must be received in writing by April 27th, by email taxes@southfrontenac.net, by regular mail or received in the Township drop box located at 4432 George Street.
  • Due Date (D) Pre-authorized Payment Plan:
    • As the usual instalments on tax payments have been changed, any resident currently on the due date plan will have their deductions moved to match the new tax due date instalments. The instalments are normally the last business day of March, June and September but have been moved to May 29th, August 31st and October 30th for 2020.

Tax Penalty

The Township will not be processing any penalties or interest on tax accounts until September 1st, 2020

Tax Sale Properties

The Township will not move forward with the registration of any new 2020 tax sale properties with two or more years of arrears. These properties would begin the tax sale process in January 2021.

Under Ontario Regulation 73/20, any property currently under the tax sale process is considered frozen as of March 16, 2020 and any limitation periods or deadlines would resume once the provincial emergency order has been lifted.

Utility (Water) Billing

 Monthly Water EFT payment dates have been revised as follows:

May 29, 2020 (normally April 30)

February 29th, March 31st and May 29th

August 31, 2020 (normally July 31)

June 30, July 31st and August 31st

October 30, 2020

September 30th and October 30th

Quarterly Water billing due dates have been moved from:
  • April 30th to May 29, 2020
  • July 31st to August 31, 2020

Utility Account Penalty:

Other Information 

  • Post-Dated Cheques - Residents may request that post-dated cheques at the township office be held for a revised date or request the cheque be returned. Please allow 2 business days advanced notice for your request to be processed. Requests to defer post-dated cheques processing must be received in writing by email taxes@southfrontenac.net, by regular mail or in the drop box located at 4432 George Street.

  • Community Grant Submissions - The due date for Community Grant submissions has been extended to May 31, 2020. It is anticipated that submissions would be reviewed in June.

  • Community Improvement Plan Loans - Property owners with a Community Improvement Plan
