As part of South Frontenac’s Senior Leadership Team, and overseeing the Township’s largest department, the Director of Public Services plays an integral role within the organization and the community.

Having a key role within the organization, the Director of Public Services will leverage their diverse background and strong communication and leadership skills to:

  • recommend policies, plans and programs that will benefit the Township by being strategic, innovative, practical and fiscally sound
  • guide and inspire a dedicated workforce and help shape a workplace culture founded on trust and transparency
  • achieve the corporation's strategic objectives and ensure that public services are delivered in a way that furthers the Township's vision

The ideal candidate for this position will have:

  • Post-secondary education in the form of a Degree or College diploma in Civil Engineering Technology or related field of study.
  • Registration as a Professional Engineer by the Professional Engineers of Ontario OR Registration as a Civil Engineering Technologist (CET) by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) along with a sufficient combination of skills, experience and demonstrated leadership capacity.
  • Seven (7) years of progressive leadership experience within a municipal environment.
  • A broad range of experience in related disciplines which may include but is not limited to civil engineering; contract administration; public sector finance including budgeting, accounting and procurement; statute, contract and common law; community service delivery models and public engagement; project management; strategic planning; Council/staff relations and human resources management. 
  • Demonstrated experience with direct staff supervision and indirect oversight of a larger work group or department, including union and non-unionized personnel, preferably in a municipal work environment.
  • Experience interpreting, applying and adhering to the Municipal Act, Safe Drinking Water Act, Environmental Protection Act, Drainage Act, Public Utilities Act, Highway Traffic Act, Resources Act, Navigable Water Act, Minimum Maintenance Standards, Occupational Health & Safety Act, Ontario Provincial Standards Specifications (OPSS) and Drawings (OPSD), and other relevant legislation and regulations.
  • An adept consensus-builder with a demonstrated collaborative leadership style; ability to work in a team environment with colleagues and other municipal stakeholders.
  • Demonstrated goal-orientation, with the ability to influence, champion and facilitate issues and initiatives in order to achieve corporate goals and objectives.

Competition #22-19-CS- Human Resources Student (Seasonal Position - 1)

The Human Resources Summer Student will provide support to the Human Resources/Legislative Compliance Officer. The incumbent will assist with a variety of Human Resources related projects and initiatives, including Recruitment & Selection, Training, Health & Safety, Summer Student Performance Appraisal Process, and General administration. This role will play a key role in the organization and management of HR employee files.

Hours of Work: This is a seasonal student position based on 40 hours a week. Applicants must have been a student in 2022 and be returning to school in the fall of 2022.

Duration: May 30th -August 31st  

Rate of Pay: $15.86/hour

Responsibilities:

  • Assist with recruitment by updating job postings, screening applications, communicating with applicants, preparing documentation for interviews, and conducting candidate screening/reference checks.
  • Organization and auditing of employee files, including record management
  • Facilitate summer student onboarding and training by preparing employee packages and training material, ensuing completion of paperwork, assisting with student training, preparing employee files
  • Oversee Summer student performance appraisal process by setting timelines, providing documentation to managers and ensuring completion.
  • Act as a representative for Health & Safety by promoting JHSC membership, conduct inspections of first aid kids and order supplies, review and update Health & Safety boards, and attend H&S meetings
  • Work on various HR related tasks and projects as directed by the HR/LC Officer

Responsible To: Human Resources/Legislative Compliance Officer

Minimum Qualifications:

  • Currently enrolled in post-secondary education in Human Resources
  • Knowledge of relevant legislation including Employment Standard Act, Occupational Health & Safety Act
  • Proficient in Outlook, Word, and Excel. Knowledge of Great Plains would be considered an asset.

  • Strong communication skills
  • Ability to take direction
  • Strong administrative, organizational and time management skills.
  • Excellent interpersonal and critical thinking skills.
  • Ability to work in a fast-paced environment and handle time sensitive situations.

2022 Summer Student Opportunities 

Recreation & Leisure Summer Student Position Updates (Swim & Day Camp Positions) 

  • The ‘returning student’ requirement has also been waived for the 2022 season. This means that graduates and those who are not returning to formal education in September are welcome to apply.
  • South Frontenac is offering a financial bursary for swim instructor (re)certification training fees. 50 percent of the fees will be reimbursed to the employee upon signing the employment contract with South Frontenac, and the other 50 percent will be reimbursed at the end of the contract.

These updates are for the 2022 recruitment only in response to the labour shortage created by the COVID-19 pandemic.

Competition #22-08-RD - Swim Instructor (Seasonal)

The Swimming Instructor is responsible for planning and teaching group or individual swim lessons for children enrolled in The Township of South Frontenac Swim Program. Instructors also provide supervision and programming for the day camp.

Hours of Work: This is a seasonal position based on up to 40 hours a week. Please note that there are 2 locations for this role-The point Beach in Sydenham and Gilmour

Beach in Battersea. Please indicate your preference of locations.

Duration: June 29th -August 26th

Rate of Pay: $15.86/hour

Responsible To: Swim and Day Camp Coordinator

Responsibilities:

  • Adapts teaching approaches to the age, experience, and ability of participants so participants can meet the course objectives
  • Planning and teaching group or individual swimming lessons/activities
  • Provides supervision, ensuring safety of participants attending the program
  • Communicates regularly with participants and parents to ensure awareness of progress
  • Completes records and reports in a timely manner and returns them to Site Coordinator   
  • Provides facility maintenance and beach clean-up
  • Complies with The Township of South Frontenac policies and procedures
  • Provides and assists with programming for day camp
  • Completes additional duties as assigned by supervisor

Minimum Qualifications:

  • Must have reliable transportation to and from work
  • Must have current certification in the following:
    • Water Safety Instructor Certification
    • National Lifeguard Certification
    • Standard First Aid with CPR-C
  • Must be at least 16 years of age
  • Must be familiar with the Lifesaving Society Swim for Life Program and know how to use the course material effectively

Knowledge and Skills:

  • Thorough knowledge and application of swimming and water safety skills
  • Thorough knowledge and application of teaching swimming and water safety skills
  • Experience working with children in an activity or program setting
  • An understanding of facility characteristics, rules, policies and procedures
  • Leadership and public relations skills
  • Communication skills
  • Decision-making skills
