Asset Management Plan and Strategic Asset Management Policy
We updated our Asset Management Plan in December 2023 to align with the Township’s strategic asset management policy and to also comply with the new regulations guiding municipalities under Ontario Regulation 588/17 – Asset Management Planning for Municipal Infrastructure.

The December 2023 update specifically reports on the Core Asset groups that include hard surfaced roads, large bridges and culverts, drinking water and stormwater drainage assets. 

As of the end of 2022, the current replacement value of the Township’s Core Asset group was approximately $335 million dollars. Read the full plan document below. 

Community Safety and Well-being Plan
In June, 2021, we worked with North Frontenac, Central Frontenac and Frontenac and the Islands to prepare a Community Safety and Well-being Plan which is required under the Police Services Act. More than 80 individuals, groups, organizations and agencies were consulted in the process.
Emergency Response Plan
South Frontenac has an Emergency Response Plan that outlines operations and procedures we‘ll follow in the event of an emergency.

Recreation and Leisure Master Plan

The Recreation, Parks & Leisure Master Plan was developed to evaluate the needs and opportunities for recreation programs and events, facilities, trails, lakes and parks in South Frontenac over the next 10 years. The Plan was adopted by Council in 20222. The plan provides needs assessments, recommendations and an implementation plan that will guide the Township’s recreation provision over the term of the Plan.

Roads Study and 5-Year Plan for Hard Surfaced Roads and Bridges 
In 2022, the Township completed a comprehensive roads needs study. The total project cost of $49,774 was fully funded by a grant from the Ontario Municipal Modernization Fund. The findings were presented to Council in December 2022 and are now posted for public viewing.

The study assessed the state of the municipal-owned roads in the Township. Overall, the Township’s network average ratings for hard surfaced roads were “Good” due to our ongoing pavement preservation and maintenance programs, and “Fair” for gravel roads. You can find a summary of the key findings, an A-Z list of roads and their conditions and the full report at engagefrontenac.ca/roads-study. The study provides accurate data to help Council make informed decisions when deciding which roads to prioritize for road work in the short-term and long-term.

In early 2023, Township staff worked on a five year capital plan for hard surfaced roads and bridges driven by the findings of the 2022 WSP Golder Roads Study. The five-year plan includes $36.1 million in hard surfaced road investments and $6.7 million in bridge investments through to the end of 2027.
