By-law Enforcement
By-laws are local rules set by municipalities to maintain the health, safety, and wellness and quality of life of the community. By-law enforcement helps maintain order, ensure safety and limit nuisance behaviours.

By-law Enforcement
Frontenac Municipal Law Enforcement is contracted by the Township of South Frontenac to provide By-law enforcement services. Most complaints are related to Safe Properties, Trailer Licensing, Zoning, Dog Control, At-Large Animals and Noise By-laws.
When a complaint is received, Frontenac Municipal Law Enforcement reviews the complaint and investigates. They have the authority to either:
- Issue a warning or provide a timeline for the person to comply with the By-law
- Issue a fine (called an administrative monetary penalty) of up to $500. You can see the full schedule of penalties in this By-law.
- Bring the matter before provincial court
How to Submit a Complaint
To submit a complaint related to an animal, dog or noise enforcement issue, please contact Frontenac Municipal Law Enforcement at 613-541-3213. This is an answering service only so please leave specific details and call back information. Once a complaint is received, Frontenac Municipal Law Enforcement or a staff member may reach out to the complainant if we have questions or need something clarified.
For all other complaints, please submit your complaint using the form below. We don’t provide detailed updates regarding the status or outcome of any investigation. Depending on the By-law violation, it can take up to six weeks to resolve.
Roles and Responsibilities

Council’s role is to evaluate and enact the Township’s By-laws, policies and programs. Members of Council may submit by-law complaints on residents’ behalf but Council has no involvement in the process and no influence on By-law enforcement investigations.
