Notice of Public Meeting on Official Plan Amendment and Zoning By-law Amendment
Take Notice that the Council of The Corporation of the Township of South Frontenac is proposing to adopt an Official Plan Amendment and to pass a by-law to amend Zoning By-law No. 2003-75, as amended, in accordance with Sections 17 and 34 of the Planning Act.

Purpose and Effect of the Proposed Amendments
The first purpose of the official plan amendment is to expand the staff delegated authority to additional types of zoning by-law amendments that are minor in nature. It would also set out alternative measures for informing and obtaining the views of the public on minor zoning by-law amendments. The intent is to streamline and shorten timelines for certain types of applications.
The second purpose of the official plan amendment is to delete a policy that requires a hydrogeological assessment for every new lot created by consent that would be serviced by a well. It would also change related policies to clarify intent. The purpose of the zoning by-law amendment is to make a change to Zoning By-law No. 2003-75 to delete a provision that requires a well driller’s report for all non-waterfront lots created by consent. The intent is to allow the Township to require different levels of groundwater study for new lots depending on the circumstance. The different levels of study would be outlined in a technical document that will be received by Council.
Lands Affected: These amendments are of general application to all lands in the Township. Therefore, no key map is provided.
How to Get Involved: The purpose of the public meeting is to share information and to hear and consider public comments on the proposal before decisions are made on the applications. Be notified of Council’s decision: If you wish to be notified of Township Council’s decision on the proposed official plan amendment and zoning by-law amendment, you must make a written request quoting the file number to the Clerk c/o Development Services at the address or e-mail set out in this notice.
Appeals: Regarding the official plan amendment, if a person or public body would otherwise have an ability to appeal the decision of the approval authority (Frontenac County) to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township before the approval authority (Frontenac County) gives or refuses to give approval to the official plan amendment, the person or public body is not entitled to appeal the decision of the County.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Regarding the zoning by-law amendment, if a person or public body would otherwise have an ability to appeal the decision of Township Council to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal.
